Cici’s passive is so powerful. Every damage dealt will stack movement speed 1% and spell vamp 1% up to 10 stacks. When you reach 10 stacks, your movement speed and spell vamp are not 10%, but double becoming 20%!
It will be catastrophic when full stacked passive combine with stacked war axe, she is so OP!
