Concrete Utopia is nothing particularly new to the dystopian thriller subgenre, but it's consistently engaging and well-executed. It is the emotional power of the film. The film is not interested in the disaster itself or what scenery it could use to focus on the moment of tragedy, presenting epic landscapes but always observing the people in the high-rise buildings. Concrete utopia presents a disturbing picture of humanity taking a turn for the absolute worst when the social structure is dismembered and survival becomes the sole need of the hour.
