Overhaul should've had way more threat level, more arcs. People forget real quick how dangerous that dude was, he could assimilate people's bodies into his own, possibly the quirks too. Even S3 AFO would have to think before pressing this dude without forethought. And yes, he lost his arms, why not use his feet to assimilate materials to MAKE NEW ARMS.
